Why do some exchanges remove trading pairs from their platform ?

My friend had an account at an Indian exchange. He bought an altcoin 5 years back and current value is $10000. But the exchange does not allow sell or transfer. What can he do now ?

Because the coin lost relevance, the volume is too low and it's not profitable for the exchange anymore

Didn't he try contacting tech support? They usually solve such problems.
