Cheap bulk low-quality, spammy links services often harm SEO with risking penalties rather than boosting rankings. So be careful ..

I guess this kind of shit is usually bought to ruin competitor's websites, because nobody in their right mind will buy it for their own website :D

But for example how wiki links can be harm?

Is there any chance these backlinks are being used by those chinese websites ranking on no. 1 in one or two months?

sounds like a waste of $1
rather buy mcdonalds soft serve with that

There are two reasons I can see for these links: Indexing a parasite or ruining someone site. I would never send these kind of links to a money site.
Exactly it
Nothing to invest in your main website

Because they are not Wikipedia links, just random spam wiki sites.

This.

When they say "Wiki Links" - they are not talking about Wikipedia.

They are talking about every site found in the SERPs using one of the Google Dorks below that hosts a Wiki software.

The biggest of them is Mediawiki (originally built for and powers Wikipedia). Then you have others like DokuWiki and Wiki.js

These allow anyone to setup their own niche Wiki on their servers.

When left unmanaged (which is often the case) these become a favorite of automated link builders.

Here's a list of dorks to identify Wiki links - https://github.com/Proviesec/google-dorks/blob/main/google-dorks-for-wikipedia.txt

To answer your other questions, these links are used for tier 2 and 3, especially on pages that can withstand a barrage of links (social profiles etc.) to get them to index, thereby passing some link juice to your main site.

They are also used to rank parasites for churn and burn.

Even then, one should be careful and not indulge in them unless they know what they are doing.

Those 200000 backlinks will in reality be the same 100 or so links repeated thousands of times in the report, as the seller knows that 99% of purchasers won't bother checking. Source: me, who years ago used to use such services for tiering, until I actually checked through and deduped the reports I was given.

And how much time (and money) you'll spend to delete the backlinks?

Well, a lot.

Not just that. If someone starts spamming your URL on Wikipedia, I wouldn't be surprised if they just start automatically flagging your URL across the site.

I figured this was the case from my time managing the marketplace here on BHW as there were some URLs I just couldn't use with those Wiki links services after a point. All it took was one bad Wiki links service to screw over the URL.
