I would say anything that takes 10 - 20 minutes should be done right away if no other very urgent tasks are needed.

it really depends, I prefer to set a day and do what ever I need to, the 2 rules minutes work with a few things in my life, maybe because there are days I prefer to do anything on a single day and have another day to do nothng at all.
 
Or simply just schedule your workload and be organized.
Doing "small" tasks first doesn't make you more productive.
Know what is a priority and what isn't and manage your deadline accordingly is more important than knocking a few non-priority "small" task out of the way.
