I tried a few of these networks for traffic, but most of them are scam and bot traffic.

I came across: evadav, did a quick search on Google and most were postive.

That said, anyone knows this network and knows if they are legit and have real traffic, before investing budget into this network?

hey so i would start with a small test budget first and traffic quality can be different for every campaign so just check real engagement and conversions before spending mored the budget.
