Google Ads Account Creation

Hi everyone,

Would like to know that is it still possible to create google ads account without campaign/billing?
Since due recent updates google not allowing to make.
I have already tried below things and result in suspension:

1. Adwords Applications
2. Merchant Account
3. Keyword Planner (no more supports as of 15.11.2024)

Any experts kindly suggest.

What does the keyword planner have to do with account creation? Honestly, I don't quite understand your question.

Yes, google ads now immediately asks to create a campaign when you create an account, but this can be bypassed. There used to be a link at the bottom “create an ad account without a campaign”, now it's gone, but if you click “more goals for my campaign” when selecting campaign goals, the expanded list will have the option “don't create an ad campaign”. But as for the payment method - you'll probably have to add it immediately anyway.

Accounts creation with Keyword planner helps in byepass to create accounts with bill and campaigns. But now it’s no more.
