You may create accounts without billing with help of Google merchant centre. Check youtube for tutorials. Thanks!

Saw this coming, google's been tightening things up for a while now. When they patch an exploit this hard, honestly, the only real solution is usually to pivot to legitimate billing methods and just play by their rules moving forward
