2; then create a campaign without text, only with images of 1$ and wait about 1 hour for the account to spend again and then create a normal campaign again, if it still doesn't spend I think you should replace the account

Currently, the situation of accounts not being able to spend happens a lot. You can create a new campaign, new post, new page to set a lifetime budget of $5, wait for the campaign to spend and then turn the old campaign back on.

You should look to buy accounts that have spending, accounts in BM will be more stable.

Try this: create a new campaign with a lifetime budget of $5, when your account starts spending, turn the old campaign back on.
