Hello! When creating a new YouTube channel,
is it not advisable to upload a Shorts video
immediately after the channel is created?
Would it be better to spend a few days watching related videos, liking,
and subscribing before uploading?
How long should I continue these activities after filling out the channel SEO tags, description, and profile before uploading the first video?

You can wait 2 or 3 days before uploading your first video. Its always a good move.

Later on you can use that account as regular user, like, comments on relevant video. It will help with rank and views.

That's false information. You can start by uploading videos or shorts on the very first day of creating your channel, and still be recommended on the same day or within the next few days.
I've experimented with this myself, and also seen several examples of channels uploading content on the very first day and getting recommended without problems.

1. some channels maybe placed in a temporary sandbox (a few days) before getting impressions.
2. but in other cases it might be possible that some gmails and ip addresses already have a good "trust score", due to the person's activity history, therefore giving it impressions right away.

so if you aren't getting impressions within the first few days, then scenario 1 maybe applicable to your case.
OR,
your content could be blackhat/spammy which could also prevent promotion.

note that there are additional factors which could prevent you from getting an acceptable number of impressions. This is not a complete list.

You can upload just after creating. History on the channel is not going to make any difference for channel growth in my opinion.

You can upload directly after creating the channel. Better approach is to have some shorts created in advance so that you can keep uploading on the channel consistently.
