I think we should have a warning popup for a new visitor (then save their consent in a cookie or local storage). I keep seeing too many scams of the exact same nature.

One word - Telegram.
Unfortunately, we live in a time when people want everything fast, quick answers, and instant services.
If someone pays for 100 likes on a YouTube video, they want to see them immediately.
If that doesn’t happen, they turn to Telegram, as expected.
Despite our efforts to steer people away from TG, it seems more popular than ever.
I understand there are legitimate sellers, and it’s one of the most widely used communication platforms today, but things need to change.
The real question is, how do we do that when we can’t just gather all the newbies in one place and tell them, 'Don’t Use Telegram'?
We can only do our part as a community, and honestly, we’re doing a great job, all of us together.
Whether people listen or not is up to them, we can only do so much.

That's not true.
If a seller links to their TG from their BST, sig or HAF, the TG conversation counts as if it started on BHW.
Sellers can't hide behind taking sales off forum like that.

Dear Mods, can I post a screenshot of my TG here to confirm if it's the same guy? Because I'm also going to deal with someone named Kaden on TG.
I literally opened a thread, submitted 20 screenshots for proof and some mods removed it, I am not trying to keep spamming it by reposting it. But I have literally done this already and the dispute gets taken done but something needs to be done about this guy, I have tons of proof and can post it anywhere if you guys will allow me. This guy is defrauding innocent people daily.

Did you reach out to the mode that removed your content? Maybe there's a simple reason for that (the dispute resolution section is more strict than the other sections of BHW, naturally).
