Effective 15 November the creation of multiple accounts without billing has stopped, seems google has patch the method.
Any one has the solution for same since complete market for threshold is shut down at moment.

Change your country combination such issue happened with me last month. At present still im able to make 15 accounts from 1 card (old stock created accs)

At present unable to create multiple acc in same gmail as earlier. But if I use merchant or adword app then it suspend suspicious activity (not payment policy)

I very rarely encounter that error (suspend suspicious activity), and it can be resolved easily. Your account will be even stronger. If possible, could you share the process or steps that cause the error to occur?
