1. Buying a Google Pixel phone.
2. Install firmware https://grapheneos.org/
3. You will have 40 isolated spaces, and in each you can install tiktok and manage 1-8 accounts per space.
4. Use only mobile internet. Proxy and VPN are not needed.
5.Before running TikTok in each space, put your phone in air mode to disconnect from the mobile network, so you will change the IP for each space.

He already said he's using an app that creates spaces on the phone. Apparently it's natively integrated in graphene os but you can install other on your phone. They I think he uses some automation app like Automate to switch between accounts and change ip with airplane mode.
Can be automated from your pc too for more convenience by using specific tool that display your phone screen on your pc

another way you can manage as many TikTok accounts as you wish is to use antidetect browser with residential proxy. this will be for tiktok on browser. our customers still manage tiktok accounts this way and it still works

The way that Tiktok works is slightly different. They use Simcard data to track location. That being said, a proxy may help, however is Simcard from the country you want to target will help boost your presence there.
