Doing internal linking for a new website?

Is internal linking for a new website a good practice? How to do it? Whom to connect with whom? I have 3-4 categories on my blog then, is cross-category linking allowed? what will be the strategy? Is wrong internal linking harmful? What's your take on internal linking tools like linkwhisper? Are they effective? Also, I don't have any pillar pages I have just uploading content based on KDs and volume so, is it must to have a pillar pages and supporting pages to support a pillar page?

Yeah, Internal Linking is an best one which allow google to crawl our site repeatedly. we may use internal link builder plugin for internal linking. I used to use link whisper before. But now I am using the linkboss interlinking tool on all of my sites. The main reason is anchor suggestion of linkboss is far better + linkboss has some awesome features that are missing in linkwhisper.
