Government documents and official services policy (certificate needed)

We need some sort of certificate or bypass technique to be able advertise business on google that is being constantly triggered by the "government documents and official services" policy. We see multiple competitors advertising with, so called "disallowed" keywords and headings and somehow they are able to hold on there for many months straight...
Maybe someone has any ideas? Specifically regarding the "ESTA" topic.

Yes, you need to get certificate from google of government documents and official services.. then your ads will start running,

I’ve already managed to run ads in the ESTA niche for a client, so I know it’s possible with the right setup. If anyone here needs some guidance, I’m happy to assist. so you can also run ads smoothly without interrupt error of "government documents and official services" policy

Some just use aged verified accounts or cloakers to sneak around the policy, that’s why they stay live.
