I want to build a web2.0 to create backlinks.

Is it okay if the IP of the web2.0 is the same as the site receiving the backlink?
 
It's best to avoid having the same IP for your web2.0 and the site receiving the backlink, as google may see this as unnatural

Yes, it is generally it is not suitable for the web 2.0 and the site receiving the backlinks to share the same IP because it may trigger a red flag against your sites to the Google's algorithm and reduce backlink's effectiveness

You shouldn't have the same IPs since those are 3rd party sites like xxx.wordpress or xxx.tumblr.com?

he probably built "his" site on one of those free platforms (blogger, wix, etc). I've done the same thing around 2009 when I got into making money online and didn't know squat about anything :)
 
Not to to worry too much if its not exceeds more than 2, but try to avoid it and use unique IP for each
 
You want to have as diverse of a backlink profile as you can.

Different IPs, different link types & sources.

A few from the same IP isn't damning, but, it's supposed to look organic. Or, as organic as possible.
 
In my point of view,

Having one or two links from the same IP isn't a problem. It's normal and shouldn't cause any issues.
However, it's better to have a variety of backlinks. Using too many from the same IP could look suspicious to search engines.
