How to make a linkedin account not be banned?

In our place can not registe a new linkedin account.
So I ask an indian guys made one.
But I use it for 2 days,it is restricted.
Need me to verify it,but can not verify.
So it is banned.

If some one can show me a right way to use new linked in account?
How should I use a new linked in account in my place.
Beacuse I have an old linked in account,and it work well.
So I think it must have way to use a new one.
