When can I send direct message to another user?

It seems that I have send messages to someone directly unless he DM me first.

You need at least 15 comment contributions here in BHW before you can message someone. But keep in mind that you are not able to sell secretly by using the private message function.

It's best to ask permission before you send a private message.
