Blog comment backlinks can still have some value, but their impact on ranking is minimal compared to other types of backlinks am still working on it & yes its working for me but can't guarantee about ranking but it will still OP T1 & ofc its help me to fast indexing.

just focus on high quality relevant backlinks through guest post or on free websites.

High quality content means more.
If content in the site is in low quality, backlinks does not work anymore.
Blog comment links are useful, especially some high quality ones. such as blogger.com
wikipedia links are also useful.
Hope you can focus your energy more on content.

If they are from relevant articles, they still work. They are good for diversifying your backlink profile and don't overdo it. Sometimes, it will affect the site negatively. You can mix it with Guest posts, niche edits, PBNs, etc. and you can use it as a tier 2 link.

not good enough, contextual backlinks is the one you need,
comment backlinks only good for diversity, and get the fresh one if possible not the one that already spammed to death

No self-respecting SEO specialist will even think of using blog comments for SEO.

It may not be in the Tier 1 category, but achieving a Tier 2 or Tier 3 ranking can still be beneficial for diversity.

I would say, they are best for T2, T3 for fast indexing service rather than premium pinging KUDOS!
