Issue with google identifying my site

Actually, i'm managing a site which have market on saudi arabia, and I'm managing it (created, SEO) in UAE, and I have added Location and things on site, but I am still not receiving any traffic or ranking on saudi search results,

what all things i have to do to make the site promote in saudi arabia, the domain is .com not .sa and right now not able to change it, what other options i can do?

I have tried adding site on some of the business listings, and added content like blogs including saudi events, details etc
 
Set the target country as saudi in GSC and build backlinks from local guest posting sites. Include Saudi-specific metadata and keywords in your titles and descriptions to boost relevance for local search results.

You can also acquire backlinks from the popular and relevant niche sites in Saudi.

getting press release from local sites and backlinks will also increase your topical geo IMO

Change language to Saudi Arabia and create strong backlinks.
