I don't know the difference between these two.

As @xReminisce mentioned, one is simply approved in google news,
Now the thing is, many scammers will use this as an addition to their fancy metrics to promote their trash services,
It's super easy to get any website approved in Google news, it won't make much difference in passing authority/link juice,
The only difference is the posts/articles in these websites get indexed much faster usually, until some point where they get penalized,

What makes it even worse, many of them are using it to get most of the posts/blogs indexed, & rising their prices, despite having non-news content,
But, it's just a matter of time befroe the websites get penalized, most of their urls fall out of the indexed & stop ranking for anything,
You surely don't want a link from such websites, invest in decent links from geniune websites or build your PBN, other than that, 99% are trash
