Since thousands or tens of thousands of people are all using a particular cell tower IP at once in any given time, why can't you use shared mobile proxies on IG? You will notice lots of posters saying to by dedicated proxies or at maximum to use 5 pages on one proxy. Why does this matter when so many people are already using the same IP?
 
Instagram require residential/private proxies to surf perfect per account and you can get cheap residential proxies from sellers to maintain the usage.

Yes but since thousands of people are on the same IP at any one time with mobile towers, how would it matter if you were using a shared proxy on the same IP? Since 10,000+ other people could be using it at any one time normally anyway? Why would it matter if it was also shared by others since it's already shared by others? Very curious.

One cell tower doesn't mean its one IP, everyone has their own subnet and IP from a tower. When people say 5 accounts per IP, they mean to say your own IP, not the whole tower.

Thanks. So then why would mobile proxies be any better than residential proxies if it essentially doesn't make any difference that so many people are on cell towers and thus can't have their IPs banned but residential gets banned a lot?

If one user "misbehaves" using blackhat techniques and instagram catches him while he uses shared proxies every Instagram account associated with the proxies risks getting banned.

They're usong the same tower but each person has a different IP, they're not sharong the same IP whatsoever.
