Where did you get that .tar backup from
Sounds like this was from Cpanel itself, then just restore it from there.

Ask your hosting service to do that...for a reason you pay them

Just upload it in file manager to public html or whatever directory and then extract it

it should technically just contain your entire website dir if they did it correctly..
In Cpanel, there is a restore option where u can just select it and restore
or u can just paste everything into your hosting dir..
otherwise
if you are still struggling, you can reach out to your hosting provider to just upload it for you. most would do it for you for free.
