In the beginning maybe a bit to not have an empty channel without subscribers but in the long run i would focus on longer videos

If you can get a primarily U.S. or Western audience, then yes it's worth it. Shorts can still be very lucrative if you know how to create quality content. New shorts channels are blowing up every day.

You need to understand that while shorts may seem simple, like a voiceover on a viral video, there are a lot of elements that need to come together for it to succeed. People swipe away on shorts very fast, so you have to grab their attention within a few seconds and retain it. It's not easy and will take some trial and error to figure out but if you can master it you will make tons of money with shorts.

I will say that if you're making a generic viral video voice over shorts channel (which most people do), it will be harder to blow up due to the amount competition in that genre. Using the same viral videos that plenty of other shorts channels have used, will result in your short not going viral no matter how good it is.

The important thing to realize is, Youtube doesn't want the shorts algorithm to show the same content to it's users.

When you are publishing from mobile, YouTube is encouraging you to use trendy songs as audio

Are YouTube shorts worth making?
Definetly worth making for future. Currently they pay less in most countries but this revenue will improve. More and more audience is coming to watch shorts and thus there will be more advertisers also.
 
It depends on your niche. For some niche only shorts could help than a long video.
 
The new shorts update fucked up the algorithm bad. Every shorts creator is reporting terrible views and reach on their new uploads since the update. Don't upload any shorts until this situation is fixed.
