yes it was terrible at that time, but luckily it returned to normal, the time of the storm's influence was very short

Sounds like a Facebook glitch. Try adding the payment method without a VPN first, as VPNs can cause issues. If it still fails, use a different browser or wait a few days for Facebook to stabilize. Contact support if needed.
 
As of now, the account is still dead when adding cards. I wonder how long it will last? This is terrible.
 
Might have to do with the payment method itself?
