Can i promote adsense website on google adwords?

Yeah why not, but are you trying to do this to make money from the adsense and ad clicks? If that's what you are trying to do. I wouldn't recommend using adwords.

Why would you wanna do that? It is like trading the same stock, buying and selling continuously on the bid and ask prices. You can never make money because of the spread that goes to the "house".
Let alone Google does not allow it as far as I'm remember, don't know if they have changed this one.
To find arbitrage opportunities you can only do that with different platforms aka advertising the adsense site on Meta.

I have an idea for this.. i just want to know if google adwords will aprove adsense site or not?

If your site had no other monetization and it's obvious you are trying to earn from adsense clicks, I'm pretty positive they do not allow that. Adsense will demonetize the site and/or your ads account will be banned.

He's trying to do something called adsense arbitrage but that's not the way to go about it.

google adword and adsense both are google product. Promoting the website is not illegal. Google adword drives real traffic.
