Can i create a new adsense account registered in my mother name and link It tò adsense?
Is this thing againist Google tos?

Yoy should create a separate adsense account on her name. That can be used jn case your first account gets banned by adsense.

you have the freedom to change adsense linked to any of your channels, if you ahve just updated your adsense then you need to wait approx 32 days to link new adsense, it isnt against youtube policies. You can do this directly from the "earn" page in youtube studio.

Actually, it's almost impossible to remove or change suspended AdSense on YouTube, it's much like a punishment for violating AdSense rules and regulations, although it's not completely impossible until you meet up with some certain requirements
