Facebook is not stabilising. All new Facebook accounts have this threshold, you just need to spend to lift it.

I don't think so, I see quite a few people on their BHW community still calling for jobs 10% still continue to forum on their accounts. In addition, I also see them complaining about their accounts being dead continuously. I don't think that is a good sign for Facebook at the moment.

Currently, some accounts still repeat the 10% threshold.
 
I had a few cases too, but after the account dropped the threshold, it went up more steadily. No idea if its a solution
