Hello
i set campaign with google ads
in google ads i have location "United states"
so like 50% users that sent by google ads have NON usa location IP's
i record ips in my admin panel, and re-checked at ip2location and other third party service and it really not USA
also some repeated clicks with same IP and google charge for all of them per click
How to solve this issue?

There can be a variety of reasons for that assuming these visits are not for example Google crawlers from India checking your site.

Can be spytools that scrape the ad's destination landing page, adsense publishers who do fraudulent self-clicks on their site properties, competitors running down your budget and more. In all of these cases Google will charge you per click.

No i setup link query with keyword & click id
so im saying about users who forwarded by google with keyword={my keyword} , clickid={clickid}
thats people who clicked my ads really

url={url}gad_source&keyword={Keyword}&device=c&gclid={clickid}

Yes, this does not change my answer at all, everything that I mentioned may still use keywords to visit your site.

hm cant understand ur logic

If i set in google ads location for ads UNITED STATES
so it supposed to show to users in UNITED states only
so if user forwarded by google ads with click it & KWs in query string means it came from ads
and how would they come if it only show to USA?

Since you seem a bit confused let me give you an example.

Adplexity, which is a well known spytool, wants to build their portfolio of bathroom renovation landing pages.

They'll use an antidetect browser with a 4G proxy in the USA. After they open up the browser they will type on Google search "how to renovate a bathroom" and look at the ad results. They will then rip the actual lander of the ad and not the cloaking page you present because they are visiting from 4G and simulate the behavior of an actual visitor. Google will also charge you for this click because it does look like an actual visitor.

Does that make sense?

ok then but since they'r under LTE proxy i would see their IP as USA

but i see this

USA proxy was just an example. Anyone can modify search keywords accordingly and they will still see your page.

How?

Simply by searching on Google from their own country "how to renovate a bathroom in New York".

It’s your campaign settings. You need to change the location setting of Presence or interest to NOT show ads to users “who show interest in your location”. This lets non USA searchers see your AD. So change the setting to “Shows ads to people in your location and to people who regularly visit it”

Yes, this is the solution. Go to Campaign, then settings. Then click on location and then advanced location settings. Choose the bottom option that says "location".
