[Blackhat SEO] Hacked Top Gov & Organization Websites

It could be an upload plugin that allows (or always has) submissions to be public. This would allow students / clients or whoever to upload documents for viewing.

Someone either has an account on each of these websites, usually can be done via some good ole social engineering, or it is a hacked plugin of some description.

With the good ole social engineering part, I wonder how one would approach this in terms of getting a more permanent and "legit" backlink to these sites? Like a niche edit approach so they really don't even need to make a new article about "best vacuums" in the gov site. I think that would keep it under the radar. Do you have experience with that approach?

You could call, or visit, a university computer science department and say that you haven't got your student ID stuff yet because the office has lost your paperwork (maybe be more imaginative here) and that you can't login to the system to get the lecture notes. "Can you please set me up an account so I can be doing my work while the office sorts their shit out". When/if you have the account start uploading to your student storage thing and then set it public, index -> backlink -> ??? -> bank.

Yea, that's Solid Snake level of espionage. I was wondering more of how to sweet talk my way to the admin of the site LOL. I am surprised there is no blackmarket for this types of backlinks already. Or maybe there is, I just don't know about it.

There is mate, you just have to know where to look. I'm not sure about these sorts of posts specifically but there are a lot of guest post marketplaces with vendors selling links from all manner of different sites. I've seen a lot of people selling article type posts on gov and edu websites so it wouldn't surprise me if at least some of them weren't these types of links.
