I want to know if tiered link building can help improve rankings or increase Domain Authority (DA) and Page Authority (PA). I have very few backlinks and my domain’s DA is not strong. In this case, would tiered link building be beneficial?

Sadly, it's pretty hard getting those junks indexed from my recent experience.
If increasing the DA is your priority, there are BST that's sells improving the metrics of your website, I'd be careful working through this route though.
