Need advice on where to post

I have a referral offer, for which I need people. I want to post it on the forum.
Where could I possibly post it?

You cant do that here in forum without JR VIP or premium Seller badge. You can still try with relevant facebook groups where you get free approvals.

Well, that's the thing, it is not exactly a service, it's a referral program, where I get paid one time, if they sign up, they get paid also. And then if they promote their link, they will get paid once also for every new person.
So I'm not even sure how to formulate it. Also - I cannot spam the link. Ideally I send it individually. Otherwise I would already cover the whole craigslist with this link
