If you're in the US, you can easily do that inside of PayPal directly.

Other option is Paxful, but that is based on 3rd party Sellers/Buyers (P2P Marketplace).

Pretty sure Binance has a P2P section for buying through PayPal. You could also try p2p marketplaces like localcoinswap - just make sure you’re using a seller that had a proper trader’s rep.
