How do I get into creativity program outside of eligible countries?

I need to get into this program but I'm outside of the eligible countries.

I have a friend from the US who can open an account for me and provide necessary things such as SSN. Can I log in to that account with a proxy or a vpn without a problem and then when I hit the requirements can I apply for creativity program?
