Are those website hacked or something the guy doing cpa sometimes when I click on it I downloaded a pdf or a get redirect to the real cpa page how did he do it what this strategy called I don't understand

If the website does not provide a form where you can upload a pdf file, then the other option is with a backdoor left / discovered in the source code. It is a very common practice.

They are not hacked, someone just found a loophole within their website and exploited it. It's just a form of parasite SEO. I have websites where I can create parasites using their description box and about page. The PDF method is just another form of parasite SEO used to promote CPA offers.

There's a bug in the CMS used by many of these websites, and it hasn't been updated for years. There's a way I used to find these types of sites back then: you look for something like a contact form or any form that supports file upload. When you upload a PDF file, some of them will give you a direct download link to the PDF you uploaded. Just use a good link indexing service to index the PDF. Also, you need to add the title in the PDF metadata because that's what shows up on Google search. These sites are big, they just rank at the top of the search engine immediately. Also they are not virus, the pdf just contain a link to a content locker
