Because they may not pay saying you didn't do the tests correctly so you will lose money hiring VAs.

Newbies can definitely try this if they have nothing else to do. But the tone of voice they wrote the instructions sounds very rude to me and feels like they looking for slaves. It's like an angry old master ordering their slave on what to do and what not to do!

Thats how all of these work, they pay $0.005 or less for tests.
Go better find real job.
