Hello so there's is keyword im trying to rank for, and the second and third position are Facebook and Instagram pages, it seems like the same guy having position 1, created both pages and ranks with them (no articles just page) , can i outrank them since they're ofc huge websites?

if the keyword contains his personal name / brand's name / company's name I don't think you can outrank him.
Otherwise, if it's a general use keyword, I'm pretty sure you can outrank him with the right SEO. But I have a suspicion that it's his name or something personal, in which case I wouldn't bother

It's not, it's just like this format " price of ebike in usa" he created a Facebook page and Instagram with it, even his title of websites (not URL) contain the keyword and another keyword he wants to rank for

it's doable then, you just need to reverse engineer what he did (probably lots of strong links and engagement on the FB and IG pages) and beat him
The thing is he has no likes on his posts on Facebook, the keyword page has 3 spam links and site has da of 2, most other 10 positions don't have keyword on their page or title, i wonder if it's doable, im new to this im just trying to learnit's doable then, you just need to reverse engineer what he did (probably lots of strong links and engagement on the FB and IG pages) and beat him

well, I'm not into social media (never liked it), so I don't know what to recommend. But it sounds like you've found a golden nugget of a keyword, so it's worth trying to rank it.
In theory, if all your competitor has is 3 garbage links and no likes, then - by logic - you should be able to beat it with 4 garbage links and 1 like
And I am being serious here: try to get a few links (preferably not spammy ones as we're trying to rank for longer than a few days) and some likes and shares to your (similar) FB and IG posts and if you can't beat him with these you'll know something deeper is going on (maybe he's using hidden links like it's the norm nowadays)...
Anyway, as much as I'd love to help you I genuinely can't stand social media (I think I've created a FB account around 2011 and haven't used it 3 times ever since), so I wouldn't know what to recommend, honestly!
But do what I said and see if there are improvements. I would be very curious to know

Maybe you create pages on those media channels with similar keywords and engage them. As you told they don't have any followers at all, you can easily outrank them
