The problem must be your keyword, imo. And sadly, without knowing the keyword, we won't really be able to give you a clear solution.

And are your accounts quality accs? How old is your current agency account?

Just use the relevant keywords for your business. Don't look for niche keywords, which are meaningless.

Also don't use the recommended bids for your targeted keywords. Use something 2-3 times higher bids and then see the results.
