just because the hosting is offshore, it won't really affect your hosting,
yet, most of the offshore hostings are tied with bad page-speed, frequent downtime, different servers location, bad IPs, etc...
and that could affect your SEO, so just make sure you're selecting and dealing with a good provider, many popular ones are total crap,
take your time to read the reviews, test (make sure they have a refund period) and find the suitable one for your needs
