Its still working, but I don't think it has a big effect anymore. Back in 2010-2016 it was great, perfect for tier 2 links.

If you use it with the new add on web 0.2 (which you can search it here) then you can use it for Tier one as well.
Or You can use RankerX, SEO NEO for Tier 1 and GSA for Tier 2+3
