Is this crawling my website?

It doesn't look like Googlebot as that doesn't use those IP addresses, but it's likely to be a non-Google user's bot hosted on Google Cloud. The fact that it's showing no referring link and an unknown request looks to me like it's just accessing the statcounter js code directly, though I have no idea why someone would want to. Were the German IPs making similar requests?

Yes, there are many IPs in Germany that send similar requests. A few days ago, I blocked all German IPs, and now they started switching to US IPs. I don't know why these people do this.
It sounds like your website might be getting targeted by bots or automated crawlers. These could be scraping your content or testing your site's security. The change in IP locations after banning one region suggests the bot or scraper is using proxies to bypass the ban. Instead of blocking IPs, you might want to implement stronger security measures like CAPTCHAs or using a web application firewall (WAF) to protect your site from automated traffic.

Just activate cloudflare on your websites and your issues will be gone.

If it's not a custom attack....yes.

would just ignore all these bots, unless they are taking good amount of bandwidth on server.
