The exchange suffered hack and there are no solid plans to recover the funds. They are saying they will distribute losses with users. So those who had funds there will see loss without doing any mistake ? Is it even legal ?

Well the mistake is keeping money in a centralized exchange. I know WazirX doesn't allows to withdraw crypto to wallets but users need to think about this before jumping onto it. As far as legality goes I think you could file a case.

When the Crypto exchange was not legal by the Indian Government so that mean nothing is legal or crime

Either he run away with user money
People can't do nothing (Because Indians GOV always against this since 2018 as far as I read)
