I believe they genuinely want to help publishers. Some time ago, they invited a popular SEO expert (I don't remember who it was) to discuss how they can assist content creators.

He raised the concern that Google Search Console (GSC) doesn't provide content creators with insights about their content, such as what they are doing wrong or what needs improvement, similar to YouTube Studio. I think that's why they introduced this feature.

I'll keep my opinion that google is mafia and it needs to disappear. Whatever good deeds they'll do from now on is only to accrue even more profits and to save their public image which is bad. The death of huge brands (Google, MS, Amazon, etc) is near...
