In-stream ads and subscription issue (HELP)

Hello friends. My Facebook page has been in the evaluation phase for in-stream ads for 1 month. In addition, although I have completed 10 thousand followers, I do not seem to be eligible for subscriptions as a country. But my country is suitable for this. Why am I having such a problem? I reported this problem to Facebook support, but there was no response. Could you help me, please?

It looks like the country you created the page in does not support this feature.
 
You may be eligible but that doesn't guarantee your approval. Make it at least 50k followers and with at least over 1M reach per month.

The country I live in is on the list of eligible countries.

My monthly reach is over 1M but my follower count is 10.7k
