No one can give you answer for that question since everthing scenario is different. But, using a different content/website for different offers is favorable. You can use any dummy website even if it not relatable to the actual ad. It's all about trial and error method. Something can work for you and won't for others.

Try using a clean proxy, I think it will be better

Use a good proxy as well. But if FB is way harder like recently, just cloaking is not enough for your ads.

It would be best if you had multiple different websites because if you have the same and some of your accounts get scanned, Facebook will immediately ban them. You buy some extra time this way.
