Google actually recently updated its algorithms. And this significantly changed the rules of the game and work in Ads.
To launch, it is better to use accounts that have waited 7-10 days after registration, and of course, use high-quality proxies.
Such Google accounts are easier to buy. Regular accounts are not expensive. And then start working with ads on them.
I have been registering accounts for more than 3 years in large quantities and periodically watch Google trying to tighten its fight against bots

hmm well I think the problem started to happen when turning on and off airplane mode to change ips but I think I get new ips , but the subnets are the same, could that be the problem? Is just using mobile hotspot enough or I need more complex setup?

Your IP is not the problem, Google doesn't ban 4G IP because that would mean they need to ban the whole IP pool of your ISP provider which is impossible.

However, You didn't mention for what reason your account suspended. is it Circumventing system or something else?

Like country? Or more like city? The country is the same since I lose sim card from my country, but the city location can be really different, I generally use the capital

How long does it last? I'm afraid it will last till eternity if you continue to use that device + card + gmail to create new adverts.

Get a new device + card + gmail and setup your health niche advert according to the does and don't of Google's policies.

Well, it could be something is linking-up here with previous suspended accounts, Not your IP or Emails or Billing info, then it could be your workstation. Use an antidetect, if you're already using one change it and try other's till you find the one working for you.

That's certainly possible. I have noticed that whenever I use my other mobile's hotspot, my IP changes automatically. So, the IP address of that mobile of yours could have been blacklisted

you need to use a privacy browser such as incogniton. This is happening because google is using fingerprint detection to flag your accounts. Best way to avoid this is to either use. a mobile iphone device to create the account with mobile data. or use a privacy browser with mobile data
