Simple base64 decode should do the trick

If this is wordpress, and I assume so do this:

Step 1. Open your index.php and find

 <?php get_footer(); ?>

Step 2. Place a HTML comment that you can easily recognize, before and after

Something like:

 <!? footer content starts Here ?>

    <?php get_footer(); ?>

    <!? footer content ends Here ?>

Step 3. Visit your blog

Step 4. View the source

Step 5. Copy the HTML source between the two markers

Step 6. Open footer.php and replace the encoded content with the HTML code.

and see its there

Then replace with your own HTML Tags in footer.php

HTML Can't really be encrypted..........
It's a browser coding language.

That's not actually true. You can encrypt your files as long as there's a way for the server to decrypt it before sending it to the client.

This means that in the actual scripts and files that a designer provides to a webmaster can be made more difficult to modify some parts of it. It also means that since the final page will be sent to the browser unencrypted it's possible to view the source and then compare that to the files on the server to figure it out. Sometimes that's fairly easy and straightforward, sometimes it can be more difficult.

The more inexperienced someone is at html and php, the harder it is to know exactly what can be changed in the source files. If the designer bothered to include encrypted sections of code, then he's obviously trying to make it more difficult.
