Problem Reset Iphone but always find current country?

I have a few Iphones used for work with the purpose of making money on Tiktok, some of them are in low view status, I think Tiktok has identified my device as suspicious, I have consulted some methods online and they said that I have to reset the device and restore factory settings. I have tried many times but why every time I restore the device, it knows the language of the region I am living in (for example Vietnam) even though the device version is LLA for the US country. It is confusing, can someone help me somehow clean the device as it was originally?

GPS works even if internet is off, you basically need to fake GPS, use android and dont panic

Really but it doesn't have internet connection and it still knows my real location
