Safe to use layer 2 links as layer 1 ?!

Ok
Just built some high DA layer 1 links (via publishing guest post on general websites) and after awhile made a few guest posts on more relevant websites with low DA as layer 2, pointing to layer 1 links.
But I guess layer 2 links are more effective as they're relevant to my website and pushing layer 1 links to top 5 in google search results.

So do you think it's safe to publish few guest posts on those websites as layer 1 ??
