Yes, paypal hold the funds for 21 days if you are a new seller, or you are selling after a while.

PayPal hold funds for 21 Days on New Accounts.
After 3 Months or so. They are starting to give you benefits of No Hold on 2-3K a Month, depends on your volume.
And every month it increases depends on your risk and their tolerance.
