I need to know to what level of detail you require: is specifying the province enough, or do you need information down to the district and commune level?

State and city are hard to find with Static ISP proxies because they are hosted in datacenters then routed through an ISP. You'll only be able to find specific predetermined locations.
If you need specific locations I would go with rotating residential proxies.
