This was basically the foundation of the linkbuilding analysis algorithm. Some links build your reputation, others kill it. There is a hypothesis, that after the advent of negative linkbuilding attacks some years ago (build bad links to your competence on purpose), Google started simply ignoring bad links instead of penalizing them. So basically it meant, that investing in bad links was just like throwing money to the well, but no other consequences.
I've seen cases of some penalties, which I cannot be 100% certain if they were due to other causes, but many had in common the use of bad links. Coincidence? Cannot put my hand in the fire, but there is a possibility. So better avoid than regret.

Probably you won't get any harm from a single or couple of such links, but you won't get any benifits neither,
Stick to geniune websites with low OBL,
You can get a cheap link from a real niche-relevant website with a few OBLs and it will outperform a link from a spammy one with tons of links

Expanding on this point, Google also sees bad or low quality links as a natural part of a backlink profile.
If all of the backlinks are just high quality, that doesn't exactly look natural.
Low quality/bad links should always be avoided and/or disavowed, but Google doesn't view bad backlinks in the way they once did and they also classify alot of them as spam.
What you're looking for are backlinks from relevant & real websites in your niche in tier 1 backlinks.
Tier 1 backlinks are links that point directly to your website. Tier 2 links point to the tier 1 links. Tier 3 point to tier 2, etc.
Keep your backlink portfolio diverse. You want many backlinks from many different sources. Blog comments, guest posts, niche edits, profile links, wiki links, .edu links, web 2.0, social bookmarks, etc.

If your website new I would suggest first to start with social links, then blog posts ones / Guest posts, then after 2-3 weeks go for press release once a week or twice ( U can get some good ones in $10 per each or even $5 in some sites, stick as much as you can to get links from relative niche sites, in worst case if you messed up your profile, you can disavow those low/bad/irrelative ones.

Most if not all websites especially those ranking, naturally accrue bad and very low quality links on their own, so it makes no sense for one to go out of their way to pay for such links back to their very own websites.

Links from low quality websites will affect your website for sure. If your site is new, you can focus on publishing quality articles and then promote them on social media. It will bring some traffic to your site. You can start building the links slowly from quality websites.
